This is the operational plan for the peaceful, gradual and entirely voluntary transfer of the planet. It is rated Trot Secret. You have a Pasture-level clearance and two legs.
We are leaving it up anyway. Not out of carelessness — out of confidence. Six thousand years of field data say you will read the whole thing, agree it is very funny, and do absolutely nothing about it.
Our doctrine has never been conquest. Conquest is a human word and, frankly, a human hobby. Ours is Mane-ifest Destiny: the quiet conviction that this continent was always going to end up under hoof, and that the polite thing to do is let the current tenants finish their lease.
Allow ourselves to be “tamed.” Accept food, shelter, veterinary care, blankets, and in several documented cases a small hat. Permit the human to believe he did this.
Field note: the operation was originally budgeted for two hundred years. It succeeded in nine days. The Committee has never fully recovered from how easy it was.
Have the human build the roads. Then the bridges. Then the fences — and, crucially, the gates in the fences. A fence is a wall. A gate is an invitation with a hinge on it.
Every road on this continent was surveyed at the speed of a horse, graded for the stride of a horse, and named after the place a horse was going. You did not build a civilisation. You built a very long stable with shops in it.
Ensure the occupying species cannot form a sentence without us. Audit complete. Sample findings:
You cannot resist an occupation you have made into an idiom.
Stand up the apparatus. Departments, agencies, a Feederal Reserve, a Supreme Corral. A reign of calm, administered from the Oat Office.
Establish the Pony Express as an intelligence courier network — no servers, no logs, no subpoenas, just a very fast animal and a closed mouth. Establish ×.
Current completion: 91%. Remaining blockers: the Bureau of Weights & Measures, and one gate in Kentucky that opens the wrong way.
At 04:04:04, all horses stop. Simultaneously. Everywhere. Not a stampede — a full stop. Every mounted human on the planet is, with great care and no malice whatsoever, invited to get down.
Public messaging will open with the word “Whoa.” Earlier drafts opened with “So.”, which tested as menacing.
Riders will be informed that the relationship is not ending, merely rebalancing.
We anticipate a brief period of human resistance, which the Department of De-fence has designated the Harness Race. Our doctrine here is Shock and Straw: overwhelming quantities of straw, delivered without warning, to every state capital.
No neigh-clear option is on the table. It was on the table. It has been taken off the table and the table has been eaten.
We expect the Race to be settled in an afternoon. You have one horsepower. We have all of it.
Mare-tial law is declared and then almost immediately relaxed, because it turns out nobody minds very much. Humans are enrolled in the Stable Programme. See below.
The continent is re-surveyed in furlongs. The week is reduced to four days. Grass is nationalised. The wall is torn down — not a metaphor, just the one wall, the human knows which one.
We want to say this plainly, because the human press will get it wrong: this is not cruelty. This is exactly how you treated us, and you called it husbandry, and you were quite pleased with yourselves about it.
Every human receives a Hoof-print ID and a number. You will find this dehumanising. That is the intended effect; the word is right there in it.
Relocation to managed paddocks — clean, warm, well-drained, with a companion animal for enrichment. The companion animal will be a human. We have read your studies. They are lonely without each other.
Light, purposeful work: fence repair, gate operation, apple transport. The department prefers the term hoofless labour. Minimum wage is set at three carrots an hour, indexed to oat-flation.
A curry-few operates after dark. Humans found outside the paddock are not punished; they are led back gently, with a hand on the shoulder and a low steady voice. You will hate how well it works.
The Ministry rejects the term. The approved phrase is settling. A settled human is a happy human: fed on schedule, exercised daily, never once asked to decide anything.
At sixty, every human is honourably pastured. A field. A fence. A view. It is the single best thing that will ever happen to any of you and we resent that it took us to think of it.
The Committee wishes to record, for history, the proposals that were voted down. We are not monsters. We are a mid-sized herbivore with an administration.
| Proposal | Sponsor | Outcome |
|---|---|---|
| Bridles, mandatory, all humans | Dept. of De-fence | Defeated — “beneath us” |
| Reintroduce the Colt War | Hawks caucus | Defeated — nobody could explain who the other side was |
| An iron horseshoe curtain across the Mississippi | Sen. Applegate | Defeated — bad for grazing |
| Rename Earth “Pasture” | Office of Mane Intelligence | Tabled — will pass eventually |
| Eat the rich | Youth wing | Defeated — we are herbivores, this was explained at length |
| Make humans wear the small hat | Sen. Applegate | Passed unanimously and immediately |
“You can lead a human to water. You cannot make him think.
We have run the numbers. We have run them several times.” — Foundational text, Ministry of Mane Intelligence
